We're working on it.  Jeremy already has a working prototype
for a bootloader, which allows kernel and initrd to live
inside the xenU filesystem, meaning you can configure a xenU
guest all from the inside.

A next step would be a method for device discovery in
xenolinux, so the installer could run inside a virtual
host...
