I got the same problem when I just copied the files of dom0 to a domU 
partition and booted it. Yes, AFAIK it is related to some console setup in 
inittab. I searched the web for a while and tried to comment 

1:2345:respawn:/sbin/getty 38400 tty1
#2:23:respawn:/sbin/getty 38400 tty2
#3:23:respawn:/sbin/getty 38400 tty3
#4:23:respawn:/sbin/getty 38400 tty4
#5:23:respawn:/sbin/getty 38400 tty5
#6:23:respawn:/sbin/getty 38400 tty6

lines 2 -6 as it was recommended in some forum - but it didn't work for me. So 
I decided to debootstrap me some debain domU :)
