Also me I'm experiencing in a similar problem. I want that my virtual
machine get a static IP from outside. This is my cfg file:

But domU does not start:

In /var/log/xen-hotplug.log I've found:

interface vif1.0 does not exist!

Maybe can something be wrong in /etc/xen/xend-config.sxp ? Now is
uncommented only:
