If you don't use udev to create device files on the fly, and you don't 
have the device file, then you are responsible for creating it... (you 
need to make the device node for /dev/hda2)
cd /dev/
MAKEDEV hda2

that should take care of it.

if it chokes, try MAKEDEV hda ... which should create a file for hda and 
something like 16 partitions
hopefully that is the source of your problem and the fix. Alternatively
  mknod /dev/hda2 b 3 2
should also do the trick, but MAKEDEV is a better generic solution.
