first, you didn't sad, what for distribution you are using. Second, the hvm-loader can be build with xen, or is a separate packages, like for Debian it is the xen-ioemu-3.0.3-1 package.

I'm running Gentoo for my linux distribution, Xen 3.0.4, kernel 2.6.16 kernel with an AMD Opteron 64 bit processor.
how would I generate/build an hvmloader?
