Its a matter of semantics.  You are required to license the software 
that you are running whether it is in a virtual machine or on a real 
machine.  All versions of Linux have licenses.  You have to meet the 
license of the version that you are using.   It may include paying a fee 
then it may not.  Same with any other software you use.
