HVM is known to have slower disk/network I/O. Here are some things you could check: - look at CPU performance on both dom0 and domU using a program that can show individual CPU load (like htop). My guess is one CPU is at 100% utilization - check to see if you're already using PV drivers. If not, using it might increase throughput.
