If you just want to boot somehow VM, just use external kernel. It
will be not really comfortable, but allow to configure domU from
domU.

Chroot to domU filesystem, install grub. Or use
PV-kernel/PV-ramdisk/PV-args variables to boot kernel from
'outside' domU (they must resides in /boot/guest of XCP

of VM (xe vm-list params and copypaste
all fields with PV in name). Looks like
you having bad settings for
