I fixed that. I was adding the wrong thing to GRUB_CMDLINE_LINUX.

GRUB_CMDLINE_LINUX="xen-pciback.hide=(05:00.0)(06:04.0)"

Followed by an update-grub and a reboot and

#xm pci-list-assignable-devices 

Shows the two "devices". That is progress, but I still cannot boot my virtual 
machine with

pci = ['05:00.0', '06:04.0'] 

in the .cfg file

I am a little worried about the line

Note it converted xen-pciback to xen_pciback. I also tried

#modprobe xen_pciback

FATAL: MODULE xen_pciback not found.

#modprobe pci-stub

It appears pci-stub works
