Sometime ago (a year or 18 months? Fuzzy memory...). We formally
registered the #xen prefix with freenode, with Lars as admin IIRC.

That might have caused a reset or a change in behaviour of some sort?

I agree that causing one or the other channels to redirect to the other
such that we only have on user channel would be good. FWIW I see no
reason not to op all the current ##xen ops (at least the active ones) on
#xen.
