This is a known issue with xl 4.4 (and before) which is being addressed
in 4.5 by Wei Lui's "synchronise domain configuration" patches (see
xen-devel).

For 4.4 and earlier the workaround is to use "xl config-update" to store
an updated configuration for the domain which reflects the dynamic
changes (such as new networks).
