Agreed, something in dom0 appears to be requesting DHCP for the vif
which your Windows domain is responding to. (I wonder what would happen
if you booted oine of the OK domains while that Windows domain was
running?)

I'm not aware of anything in the Xen infrastructure which would do this
(certainly not in bridging mode). Network manager in dom0 is probably a
good first guess at what it might be.
