That would be a Virtual Box issue, not a Xen one (just in case it wasn't
obvious to the OP). Looks like the upstream BR is
https://www.virtualbox.org/ticket/4032, I wouldn't be holding my
breath...

Note that this just means you can't run HVM or PVH guests, traditional
PV guests still ought to work since they don't need vmx/svm.
