thanks for posting about this.
Yes it is a known bug in the pvgrub in xen 4.7, with no current fix. I've brought it up in the list too and was advised to use the pvgrub built from xen-4.6 sources. This is good advice and any domU kernel version I tried, worked.

With the pvgrub in xen-4.7, any domU kernel 4.x.x would fail as shown above.
I did an RPM package for Fedora fc24 and I introduced `pvgrub downgrade`. The normal pvgrub path is a symlink to the xen-4.6 version.
