[Xen-users] build, install, & test xen-4.11~rc7 in Stretch (deb9)

Xen-4.11~rc7 built and installed in Stretch

this is built compatible with debian packaging, with a strict ABI.

There is a compatible qemu-xen, built coincident with xen and separately packaged.

I did a fresh install after removing all other Xen packages.

I've done similar builds for Bionic, Buster, CentOS 7, and Jessie.
