I do not have one running:
root@tarballerina:/etc/init.d# ps aux |grep irq |grep -v grep
root         4  0.0  0.0      0     0 ?        S    Aug09   0:00 
[ksoftirqd/0]
...

Nor do i have one installed:
root@tarballerina:/etc/init.d# locate irq |grep balance
root@tarballerina:/etc/init.d# echo $?
1


Should i have one installed and running?
