IMHO the right way to provide this is for that someone to provide regular snapshot packages based on the distro packaging. Even better would be to work with the distro package maintainers and use the facilities which they provide e.g. Debian's Experimental distro. This has the added advantages of helping the distros to have 4.3 packages more quickly after 4.3 is released as well as helping the distro instead of duplicating their effort. Of course this is all just hand waving unless someone steps, and when they do it is up to them how they achieve the goal.
