Note this makes more than one package: http://packages.ubuntu.com/search?keywords=xen-&searchon=names&suite=raring§ion=all which may or may not make it suitable as a 'tarball replacement'. My approach would in essence be to borrow the Ubuntu/Debian packaging and make it build with a proper debian/ directory, rather than using a 'make deb' build target. Bringing debian packaging upstream is (I believe) considered 'no bad thing'.
