This is a "cp -r" of about 90Mby taking more than 200s.  I think this
is due to
  (a) the build host has just been installed and is still
      expanding the root filesystem
  (b) Linux's IO scheduler is terrible
  (c) In my final test, (a) wasn't true so I didn't notice that
      the timeout is too small

I'll send a patch to increase the timeouts.
