Since you are moving hooks out of #ifdef CONFIG_X86, can you also move the
implementations in xen/xsm/flask/hooks.c so they are wired up properly on
ARM?  It sounds like all this will be changing to HAS_MEM_ACCESS anyway, so
I'll wait on that for an Ack.
