It's a man page. Try "man xl.cfg" on a system with Xen installed. They
are also published online at http://xenbits.xen.org/docs/4.4-testing/

It sounds like you do indeed want PCI passthrough. Please check the docs
and the wiki for instructions relating to that. A search engine will
probably also find lots of stuff on pci pasthrough with Xen.
