FWIW, I usually use a NUC5i5MYHE to do PVH development: https://www.amazon.com/Intel-NUC-Core-Processor-BLKNUC5I5MYHE/dp/B00S44YXFM/ref=sr_1_1?ie=UTF8&qid=1471854834&sr=8-1&keywords=nuc5i5myhe It's not very powerful, but it has all the required capabilities, low power consumption and costs less than 500$.
