I found this page with information about similar problems with ACPI
button events not having any effect:

I also tried connecting to the qemu monitor:

  screen /dev/pts/12

and issued the "system_powerdown" command, qemu shuts down and the domU
no longer appears in xentop, but "xe vm-list" still thinks it is running.
