I'm using dual X5450@3GHz, disabled hyperthread, dom0 only uses one CPU
(CPU0), and both domUs are using different physical CPUs (one for each).
Are you perhaps using the same CPU for dom0 and domUs? Or maybe you're
using a newer Xen and enabled cpu_cap?
