It might be /etc/default/xencommons on your distro, or even somewhere
else entirely on other distros.

If Xen has been patched to start via systemd on your distro (which the
presence of this directory doesn't necessarily imply) then I'm afraid I
have know idea what this would mean for the location of the xencommons
file on your distro.

Might be worth asking on your distro's lists.
