Yes, that's true.

Can you post the "xl -vvv create ..." logs for the first three guests
please, so two which work and then the failing one.

Also the output of "xenstore-ls -fp" when the issue has occurred might
have some hint in it.
 
Lastly have you take a look under /var/log/xen/ for interesting logs?
